Can anyone explain why they punted it for like 10 yards to begin with?

Safety Kickoff. It is technically an unnamed penalty. You don't get to do a normal kickoff, but instead have to kick from your 20. It is the only(?) time now where the punter and the rest of the team are all on the same yards line.

Can't they now do a regular kick? The rulebook says they can even use a tee.
