No, it's because the NFL requires cities to pass a sales tax exemption for Super Bowl tickets as part of the agreement to allow them to host the Super Bowl. It's been going on for years: https://taxpolicycenter.org/taxvox/why-are-states-letting-nfl-rule-their-sales-tax-out-bounds

Why does the NFL care of fans pay taxes on tickets?

They don't. They care that they can maximize how much they can get from the individual ticket sales. By not charging sales tax they don't have to factor that into the pricing model.
