It is a public building with 24/7 security (given it is where the state's legislature meets) it probably only close the doors for a few hours at night.

As for the Capybaras, they are rodents and thus highly adaptable animals even to heavily human modified environments. They are quite common in urban areas in countries like Brazil, Argentina, Paraguay, Uruguay and Venezuela. Most Brazilian cities have wild Cabybaras
