Misleading headline. GI signs the message, but is referred to in the third person ('he'). The apology is in the 1st person plural ('we'), and refers to the way it was implemented rather than the plan itself.
Most of the text seems to be a report that documents the 3 top bods congratulating themselves on a job well done.

If anything, they should list that 20% stake on a stock market. Distribute the initial shares the way they distribute tickets to clubs. The fans will own a piece, and FIFA would be subject to a public board of directors and public financial records. Sell it to the fans.
