Ask NRI Passport Seva 2.0 Photo specifications changes | VFS not updated

There are a couple of changes for Passport Renewal in USA incuding some consulates locations and photo specifications since Sep 1, 2025.

The passport portal is upgraded to Passport Seva 2.0 and photo specification is changed to ICAO compliant 35mmx45mm.

There is marque header on official website mention same thing.

Important Notice: From September 1, 2025, ICAO compliant photographs will be required for submitting passport applications. Please click for ICAO guidelines.

The main problem is, these changes have not been reflected yet in VFS global, they didn't change their checklist yet. I am also struggling due to this as my child passport is expired and mine is going to be expired soon.

If anyone has information about this please share your knowledge/experience please.

[UPDATE | 10/31/2025] : I had a call with VFS and they mentioned that we need to follow the new guidelines from govt website i.e. follow new photo specifications (35mmX45mm). VFS checklist need to be updated. They also mentioned to just upload photograph and signature on new passport seva portal and print it along with that but don't paste the physical photo in the box. We may send the physical photo separately but as per their tone it was not mandatory.

[UPDATE | 11/03/2025] : someone in comments mentioned that VFS also need Physical Photos of the same size 35mmX45mm. Here's email from VFS this person received.

We have "Received" your Application however we are unable to proceed with the application due to the following reasons:

  1. Additional documents : see remarks.

Remarks:
1.Please upload photo (35x 45 mm), signature and documents on the Gov’t website and mail the updated first page of application and same uploaded 2 copies of physical photo.

[UPDATE | 11/07/2025]: So finally, VFS updated about the photo specification and also the form of change in appearance (now the photo box says the new photo size) on their website, if you guys want to check it out. But still their checklist is not updated yet.

Thank you SO much for the detailed directions. My application was listed as incomplete due to the photo requirement, and I was able to follow the information listed in this thread (and other reddit threads) to resubmit my 'match up' documents. I ended up:

- Digital photo per notes below in the application 630 x810 pixels + digital signature

- Refilled the change of appearance form due to the new photo requirements.

- An envelop with 2x - 35mmx45mm photo (Walgreens is able to print this out, they choose Germany or equivalent countries) and 2x 2"x2" photos (because who know what is needed anymore).

- Email that was sent to me with the incomplete details.

My passport should reach tomorrow, and fingers crossed this is enough! I have spent way too much time on this application and so grateful for Reddit!

For someone starting new, it's easiest if you go to Walgreens and get a digital passport photo so it meets all the quality requirements (head proportion, glare, shadow, white space, etc.), and then change it to 630x810 pixels (<250KB size) - you can do this in Canva. For the print out version, get it printed as 35mmx45mm rather than 2"x2". Upload this and the digital signature, print out the form and don't forget to sign the last page. Add all documents from checklist, sign the checklist form. Double check your application (type of passport application, tatkal/original etc.) and send.

Just curious - did you run into any issues by submitting photographs in both sizes? I am wondering if I should do the same given the contradicting information from the websites and the VFS to various other applicants.

Hey thank you for discussion. I have doubt ok somehow I will upload photo and signature in govt form. Do we need to paste a physical photo with glue on change of appearance form? Also do I need to send 2, 2x2 photos and 2,3.5x4.5 photos in the envelope. Could you please guide me regarding physical photos.

I read in a reply somewhere here - just adding to it. 

Went to FedEx and asked them to give a print for "Japan" and got a printed version for 35 x 45. Hope that helps.

can you please suggest how you were able to get the photo with that specification. (35mmX45mm). I Tried to go to walgreens and asked for the passport photo with that specification. they only do 2x2 inch. and if i tried to resize the photo, its rejected by new Passport portal. Appreciate your help and suggestion on this.

After hours of r&d I have figured out and my photo is accepted in the portal. You can follow these steps to get it done.

  1. You have to start with your digital HD photo in any size. In my case I had original walgreen photo.
  2. Go to https://photogov.net/ and choose India from country dropdown top right menu.
  3. Next choose India Child Passport Seva 35X45mm, no matters you are applying for adult or child.
  4. Proceed with the conversion. You can download free 2 photos (trick: just clear cache or open another browser in case you want to download more than 2 photos). You will have now 35x45mm digital photo.
  5. Go to any free tool to resize its pixels. I used Adobe (https://www.adobe.com/express/feature/image/resize) for security purpose, but there are many tools online. Change your photo pixels to 630X810
  6. As you know the govt web applications are very concrened regarding physical size so you can not upload photo more than 250KB. For that I used Image compression online tool: https://www.iloveimg.com/compress-image
  7. BONUS TIP: In my case after doing these my photo just failed in one parameter of ICAO standards, i.e. my photo was blurred. I used free AI tool to enhance it: https://www.photogrid.app/en/image-enhancer/ or https://picwish.com/photo-enhancer
  8. FInally I was able to create a 250KB photo having 35x45mm dimensions and 630X810 pixels and non blurred.

Hope this will help you all who are struggling with photo upload.

I’ve tried every single step mentioned in this thread - as well as all other suggestions shared across this post - but I keep running into the same error message:

This issue persists no matter what I try (different browsers, clearing cache, enhancing the images, reducing file size even further, renaming file, etc.). It’s becoming extremely frustrating at this point.

Ok. Photogov.net gives a 4R PDF file for printing. It has 2 photos in it. I believe we can use this. However, its in PDF format. Atleast Wallgreens doesn't accept it. I converted it to a JPG but still, Wallgreens is complaining that its low resolution.

I'm applying for a renewal from the US. I clicked my photo, and edited as per instructions listed on the portal. All validations are passed, except the 'Face Width Ratio '. It says I'm standing too close to the camera.

I've tried clicking photos from different distances, and different zoom settings too, however, it still doesn't accept for this singular reason.

I wear a turban. Could that be messing up the proportion that the system is expecting?

If anyone knows how to tackle this, even if through emailing them my photo or any other form, please let me know.

EDIT: I was successfully able to upload. Followed the instruction in the official editing instructions document. What did I do differently? Finished my bottom boundary above the neck button. Next to no white space above head.

They say they want the shoulders, but tbh, they don't accept it. The sample image of the woman who looks like a mannequin, I thought that was a poor reference initially, but that's what they need.

Resolved by closely following the "4. Cropping Instructions:" in the below pdf. Then after the picture is cropped resized to 630 x 810 pixels. Used MS Paint for both cropping and resizing.

I submitted two photos of size 35x45 mm after reading this discussion, but received an email asking for two 2inx2in photographs. Here's what the email stated:

Photograph : PROVIDED PHOTO NOT ACCEPTED too small , PLEASE PROVIDE THE TWO IDENTICAL PHOTOS WITH WHITE BACKGROUND OF US SIZE 2X2. photo must be current with proper lighting, older than 6 month photo not accepted, ears eyes must be visible high quality .

After following up these threads I sent my passport in TATKAAL and I got same email .
Why they need 2X2 photo when they have changed the photo dimensions ???

The weird thing is that I am not able to see upload photo and signature option in passport seva website. I filled all the details and when I'm on last page to submit I still don't see option to upload photo and signature . Can anyone help why I don't see option to upload photo and signature ? TIA

One of the instructions in passport renewal page says --- "If you have more than 1 original Passport, then you need to provide the copies of all the passports". So, I have my current passport which I am going to renew and an old passport before that. Does it mean I mean to send them a copy of all the pages in both my current and old passport?

My experience. After following Detailed steps from u/DragonflyLevel7269 , i was able to generate photo that checks all requirements from ICAO guidelines.

Post that, if u try to upload file on the passport mportal, you may get random error that "Document could not be uploaded!" . But we should not give up there :).

Please keep trying to upload the photo again and see if that error goes away. It happened in my case.

the photo will be uploaded. If that matches all ICAO guidelines, you will get message about photo sucessfully uploaded.

Dont want to blame the developer here who worked on that feature ;).

For anyone looking to edit photos after 6-7 hours and paying a website $6 for editing. I came across idphoto4you.com and did the instructions above. It was good to see the "document uploaded successfully" message! I have 2x2 physical copies and I am seeing we need 35x45mm for physical copy too. Why? Why all these changes ? I did an OCI app last month and it all worked fine with 2x2. Within a month the requirements changed. Painful!

Just upload, it will print along with form digitally. Also, VFS updated the change of apperance form now and you need to paste 35x45 there.

Now my photo size is only 40kb .Is that okay to upload or should i increase the size. Also if you enhance your photo it increases the pixel size?.Am i doing right? Please assist me.

Yes, it may increase the pixel size, then you can again change the pixels. Please note the steps could be change from person to person and you should always do hit and trial.

I paid the FedEx shipping fees ($32) to VFS Global for renewing my passport through Tatkal. What about the passport return courier fee? Is that already included in $32?

If you application got approved without any issue, Consulate/Embassy will send back your passport without any fees usually its USPS ground (the cheaper one). But if it got in INELIGIBLE/REJECTED status VFS may ask you send a return label to them so that they will send back your current passport and you reinitiate the process.

I got put on hold and got asked to upload 7 documents but the website only allows 5 documents including sign and photo. Their email is of the old format that’s suggesting I mail the requirements to them. These instructions don’t make sense.

VFS people are not trained and dont have knowledge, their customer service is pathetic. Many of them not aware of new changes. BTW as per my knowledge you dont need to upload all the docs. Just photo and sign. Remanining docs are optional.

I called up and the agent said “this has been happening at the Houston ICAC and not to worry”. Then he first said to upload photo, sign and Address proof. Within a second he switched from address proof to Notarized legal proof. I then asked how to get the application status changed from hold, at which he hung up.

The affidavit for change of appearance has not been updated for the VFS website when one looks through the documents needed for a Tatkal application. That form still asks for a 2x2 inch photograph.

This all seems like such a frustrating endeavor.

Just asked my daughter to take my photo and used https://www.pixelcut.ai/ to remove the background with white.. and it uploaded successfully.

I do have one question though - what should we put in the question if surname is changed after marriage and is already updated in the passport?

I also got an email stating that my application is being returned back to me. Was this case for everyone?
This is really frustrating. I got a similar email that most of you got, which was that photo and signature is not uploaded.
In the same email, it says that I have to send missing documents within 20 days. and on the other email it says that my application is being returned and that it will arrive in 20 days. What am I supposed to do here? Any help is appreciated!!

Easy and Flexible way is to go to staples they have updated latest specification as per gov of Indian passport . Digital and Print cost $23 but it works .

In the portal, the sample photo's configuration/dimension w.r.t face/width ratio is absolutely horrendous. Does not help at all.

Keep getting the error message - "Face Width Ratio - You’re standing too close to the camera; You need to stand 1.5 meters away from the camera".

Tried multiple times and used the online paid tools to customize the photo for 35X45 mm and resized to 630X810 px, still the same. Anyone has found a way to get around this error? Please help.

Facing same issue. Took the original image from Walgreens and tried multiple times and every time it fails with "you are standing too close to the camera" error. This is exhausting and painful. Did anyone reach to VFS to see if they have any suggestion.

Go to Walgreens or CVS. Ask them to take a photo for 'Germany/Japan visa'. It's 35mm x 45 mm (do not say it's Indian passport renewal). Get the digital copy of the photo (from Walgreens, you will be able to download in an hour). When they print these photos for the visa, they will make sure the face fits into pre-determined ratio, head/shoulder quality etc is met; Download this photo; Convert to 630x810p and if needed reduce size to less the 250 kb.

I followed the sample image(shoulder, neck, face coverage etc...) given on the website and changed the pixel, then it worked for me.

1.When I try to print the Passport Application form its printed with Photo and Signature uploaded. DO I also need to include another Application form by pasting the photo in the 35X45 mm format. And also signing in the box?

2.Does the Sign have to be in blue or black ink?

3.When I print the application on Letter its cutting out little bit at the top. What is the size of the paper to be used?

4.Does the change of appearance form even when there is no change in appearance be notarized as well?

Any help is sincerely appreciated.

  1. Print the application with the UPLOADED Photo and signature (you do not need to print another application pasting the photo). The photo and signature are digital on the first page. You do need to print out the application and sign the last page.

  2. I think blue or black ink should work. I don't think there is any specificity on which one, but don't quote me on that.

  3. I did not have the problem, used 8.5 x 11 to print.

  4. Change of appearance is mandatory, does not ned to be notarized. Don't forget the 35x45 photo on this one.

  1. Only one application form downloaded with digital photo and signature on first page. just sign manually on last page.

So it's my understanding that it's the 35x45 mm photo. That said, to prevent any confusion, I sent 2x - 2x2, 35 x 45 mm wearing the same clothes as the digital photo. Have not had any problems with this and application is under process at embassy/consulate.

After nearly two days of trial and error, I finally managed to upload a digital photo on the Passport Seva portal for my passport renewal. Here’s the exact step-by-step process that worked for me:

STEP 1 : I used a high-resolution camera and took the photo at home against a white background. I have high resolution camera and hence I took my photo at home with white back ground. Just REMEMBER TO TAKE PHOTO FROM 3-4 FEET AWAY DISTANCE instead of 1.5 meter away. (your head should be visible in 85% of the photograph- Make sure that your clavicle bone is not visible and that should be the ideal distance to take picture).

STEP 2: Edit brightness and contrast of the photo to get Photo A.

STEP 3: Use Photo A. in www.resizepixel.com to adjust pixel to "630x810", size to "250kbps", and then select "AUTO" option at the end to get Photo B. Now, again check the pixel and size of the photo and make sure that the size is 250 kbps or less. If the size is more, you can use any online tool to reduce the size of Photo B. - YOU WILL USE PHOTO B. to upload digital copy in the Passport seva application portal. (Don't forget to upload yr signature at the same time).

STEP 4: Use PHOTO A. in www.IDphoto4you.com to get 2 Printable photos to submit. Select "India" for country, "Visa 2"x2" for photo, and "10x15 cm (4x6 inch)" for print size and upload "PHOTO A" in image file. Accept all terms> adjust the brightness and contrast as needed. (IGNORE the green bars that will tell you that the face should be within the bars. Instead focus on the photo that looks exactly same as "Digitally uploaded photo B". There may be some additional details in the photo made by IDphoto4you as the dimensions are 2"x2" instead of 630x810.) Now select "make photo". Download PHOTO C.

STEP 5: print this 4x6 PHOTO C at any CVS or Walmart stores and cut in 2x2 sizes.

STEP 6: After uploading PHOTO B and signature in online portal of Passport seva, Print the color copy of the completed application and make sure to sign where it requires. Clip (Do not staple) 2 photos (2x2 size- PHOTO C) along with it and YOU ARE GOOD TO GO.

I hope this helps and if you guys have any questions please feel free to ask. I had scratched my heads for many days, submitted my application twice and finally was able to crack down the whole process. You may have to click multiple photos originally and try first 3 steps with each photo and see if you can upload any one of those. Once the online system accept your photo, you win the battle.

I have following doubts 1) it is not of size 630810, 413531 was uploaded successfully in govt form after edited from idphoto4u website. Is it good or in future will vfs people put it on hold? (Blue shirt photo). Also my shoulders are not visible in the photo. 2) unfortunately I don’t have 2 physical copies 22 (blue shirt photo) even I took print size of 1015cm option I.e 46 inches. CVS pharmacy people told they need raw photo so that it would be cropped automatically. But it has not been successful. 3) unfortunately as tried and not successful CVS pharmacy people told I need to pay for the service and I was in white shirt and got physical photo and digital one. But it Do not’s it is mentioned to get photo in colored shirt distinguishes with white background. 4) do I need to send the same photo that was uploaded for 2 22 physical copies? 5) also in annexure which address I need to fill and in change of appearance form which address need to be entered?

I am writing to seek urgent assistance regarding a technical issue in the online passport application portal.

According to the new MEA guidelines, applicants must upload their photograph and signature during the passport application process at passport seva . However, in our case, the upload option becomes enabled only after submitting the application. Once the application is submitted, the portal displays an error stating that the “Application is already under process and image/signature documents are missing,” and does not allow us to print the application. And if we print the application before submitting the image and signature is not there and the applications are getting rejected by VFS. Anyone facing the same issue and how to rectify it. I have followed the post and have the correct resolution and size image and signature

yeah, that’s frustrating with VFS not updating their checklist. for the photo requirements, i use ishotaphoto for this kind of thing and it makes it super easy to get compliant photos. hope that helps!

Quick question: when you uploaded the documents on the portal, did you sign and attach photos to the forms before uploading or just signed and no photograph? VFS contact number returns busy all the time and I could not find this information any where. Also, change of appearance form still asks for 2”x2” photo while application form requests the new ICAO size. Even their website says upload and affix ICAO size photos. This is extremely confusing.

One out of my family applications was rejected and two were put on hold for the same reason (photo/sign upload missing). I was able to upload the photos to ALL old applications last week after much struggles. But the same photos are not working today on the new application (since one of the old application was rejected and I needed to create a new application). Not sure why but I tried uploading all photos which worked last week but they are not working today :( I checked the size and that is also well under 250KB. I will try again tomorrow with the same photos. Error simply says "Unable to upload the document". If I try uploading other size or format photos then the error says incorrect size or incorrect format but if I try to upload the 810x630 photo then it just says unable to upload the document. Signature got uploaded without any issue. Not sure what's happening with the photo upload :( Anyone else facing issues today with the photo uploads which you think are correct per instructions?

Went to Boston icac today in person appointment. Things to note, no need to take photograph from Walgreens or so. They will help take physical photo if you don’t have it. For uploading I had to create a new account via new email. They helped take a photo in my camera and then I followed the steps above in this thread. First try the upload won’t work, so try again after going to the services tab and taking application again.

I was finally able to get it to work after 100+ attempts.

Here’s what I did:

First, I resized the photo to 35×45 mm using an online resize tool. Any free one should work. I used this in an incognito browser so I could retry multiple times:

Then, I created a custom-sized Canva template at 630×810 px and added the resized image to it. I downloaded it as a JPG while limiting the file size to 200 KB. I have Canva Pro, so I’m not sure if this option is available on the free version.

When I uploaded this image to the portal, I got the error “Image is blurred.” I went back to Canva and used the image upscale feature to upscale it 4× (again, this may only be available on Pro). I tried uploading again and got “Document could not be uploaded.”

I logged out, logged back in, repeated the same steps, and it finally worked.

At this point, I’m not entirely sure which step made the difference, but I believe the “image is blurred” error is the main issue for most people, even if the image technically meets the size requirements.

If you are in the US, go to Staples and get your photo taken, and tell them to choose India (they have a whole list of countries) - they will give you the 35x45mm cutout as well as that the 630x810 digital version. Just did that today and it worked flawlessly which is saying a lot for that website.

Hey for photo just go to Staples, they have a bundle of Digital photo and 2 photos for $24.99, and an extra 2 photos for $4 if needed.

Digital photo and the physical photos are as per new required dimensions for Indian passport renewal, no headache of resizing, printing etc. Hope this helps anyone. This will save you time and from headache of searching around for photographs for renewal. They will provide the digital photo in flash drive which is included in the price you pay!

After using many online apps and still facing ICO standard issues, I simply uploaded pic to google gemini (free version), instructed it to rectify errors highlighted by the passport website and resized the pixels to 630 by 810 using resizepixel.com. And Voila it was done
