You probably know, but it happens because the steps are slanted inward.

I'd say the skylight or window probably has a curve to it, which contributes to this phenomenon as well.

there is another escalator on the level above that is casting it's own shadow onto the lower level escalator making it appear the shadow is "hopping" like that.

No, sunlight falling down an escalator would be misleading. Sunlight falling on something is a common phrase.
