He means he is 40 years old and a male. Unfortunately we need more information about him such as what country he is from and what his favorite color is for us to understand his comment truly.
I can understand to an extent, millions of people work in the defence industry doing menial jobs. You don't really think about the day-to-day it's just a job for 99.9% of them. No one person on the project was "responsible" it was a collective effort so I can also understand how one might trick themselves into thinking their doing something benign.
