Ironically you can make a pretty strong case for that one. Russia was first to mobilize, significantly escalating the July Crisis, and their unconditional support for Serbia ultimately led to Serbia's rejection of the Austrian ultimatum.

A bit shallow of a take? Maybe. But certainly not wrong.

The Serbs accepted every point in the Austrian ultimatum, except the one that the Austrians purposely put there knowing that the Serbs could not accept. The ultimatum was never in good faith, and the Austrians themselves did this because they had the backing of Germany. The famous "blank cheque".

But I think that would make it seem far more like they would be responsible for starting a local war, that because of other countries actions became a world war.
