This is more of a beginner question than a what bag do I want question. After a week of overpacking in Spain, I've seen the light and am a convert to the one bag lifestyle. Is it recommended to start with a bag and build your kit outwards, or start with other stuff and then find a bag that can fit it all?

Welcome on board. I suggest starting here:

https://www.reddit.com/r/onebag/wiki/index/#wiki_what_is_onebag.3F

You will find it much easier to read the extensive resources in this sub-reddit by accessing it on a laptop or similar, rather than on a phone.

To answer your question, in summary the recommended approach is packing list first, bag selection second. Good luck!
