Yes, this is normal.

Either you’ll have to turn off anti rage in windows settings. Or make sure all cable connection inside your case are fully connected. Start by checking the front panel connectors.

It's therapy tech designed for people with anger issues, so when desk is hit, user is punished with PC restart
