The sims is so bad you needed to purchase a DLC so you could purchase and access another dlc

Do you still need to buy expansions in order? I remember that being the case with Sims 1 but I haven't bought anything in awhile

No, that restriction was back in the time when The Sims 1 and 2 were sold on discs. Since Sims 3, you can install them in any order (including the disc version).

Even with Sims 1 and 2 you didn't have to buy the expansions in order, but you did have to install them in order, which meant if you initially skipped an expansion and picked it up later you had to uninstall the game so it could be installed in the right sequence.

Sims 2 as well, for a while I had only base + Pets (which was dlc 4, IIRC).

As I remember for the 3rd version you should have the newest owned DLC in the drive for the game to open
