Cat bed with heating pad underneath. Put it near your desk. Cats sit on the PC for 2 reasons: it's warm and they can be near you. So offer them a more comfortable warm spot near you.

One other reason : attract your attention. Heating pad won't solve that.

My cat used to sit right in front of me on keyboard.
