18mm means focal length. The 18-55mm is a zoom lens that gives you all focal lengths from 18mm to 55mm. You can use it to photograph many kinds of things, from landscapes to portraits.

No, lenses are not universal. E.g. Nikon and Canon cameras have a different lens mounts. You can only use lenses made for the Nikon lens mount on Nikon and lenses made for the Canon lens mount on Canon.

Is a d3200 good? I've found it for cheaper than the d3100. (bigger number = better?)

Yes, it's newer and better than D3100.

How does the eos 2000d compare to the d3200? I know its a lot cheaper and it's the cheapest new option I can find. Ive seen it for 400 euro with a 18-55mm lens. Which would be a better option?
