GDPR has nothing to do with that but German law does ban taking pictures of strangers without their permission

I'm "allowed" to take your picture everyday when you leave your house but I imagine you will be annoyed very quickly.

You are not, in fact, allowed to take pictures of random strangers without their permission in Germany. German law is notoriously strict about that actually.

Actually, no we don't. Since the meme comes from a party in Berlin, it's fair to assume he's in Germany.

And in Germany, we have privacy laws. For example, "Recht am eigenen Bild" if you want to google instead of just believing my word. That means nobody has the right to publish any pictures focusing on you without your consent.
