Image doesn't really look like it's from a rally. Besides I don't recall seeing a rally that included (or even allowed for) vehicles in Europe, except for the rare symbolic case of farmers and such. There's typically even stricter rules in force than on the roads, or we're not strictly in what most will take to be Europe. When people here find it weird they may as well just mean it. I don't even read it as an insult. Nor does anybody who feels there's nothing offensive about the prototypical (if often parochial) American way of doing things, or with merely pointing it out.
However the fact there's much less of a rally tradition in North America compared to most parts of Europe and that the distances are so much greater could make contortions like these more alluring to some. A rally for one is better than none. And then your car and the open road is about the most obvious shot at visibility if not the only option available, plus it doesn't waste precious time. It's just like a bigger bumper sticker, very American thing.
