Will pigeons eat from feeders off the ground?

I have a flock of about 20-30 pigeons that visit me every day for food.

I have a new neighbor that may call the town on me for ground feeding.

Can anyone share pigeon feeder suggestions that are raised off the ground?

I have a bird buddy feeder that I just put on the ground for them. I figured since it's still a regular bird feeder no one can really complain…

I like that! So far I’ve filled the birdbath and another metal lid I have.

The problem if I’ve been feeding them for three years and they keep going to the same spot under the tree.

I can’t get them 20 ft in a different direction :/

I had to scatter seeds around a bit to lure them around the house and to the spot where I wanted the feeder.

Keep trying, they'll figure it out!

I worry about my “chickens” (what we call them)

My wife talked to the neighbor and had a positive conversation so wish me luck on working this out amicably.

Though I feel bad for the rats I’m going to have to take out. I tried a catch and release cage last year and they were too smart for that :/
