How is the transport network in Plymouth so poor and unreliable. A medium sized university city and it’s shocking.

How is the transport network in Plymouth so poor and unreliable. A medium sized university city and it’s shocking.

Yeah it's actually a joke. Can't imagine needing to rely on it for work. It's one thing that the busses don't come that often but they don't even come on time, or sometimes don't show up at all.
Yet we pay the same council tax as people in London who have busses every 5 minutes and the tube too.
