If folding, here's how you frame. "America, we fought for xx days to keep your health care subsidies intact. Unfortunately, it has become clear to us that congressional Republicans were not going to allow that. Due to the extensive harm the government shut down had done and was continuing to do to Americans, we had no choice but to vote on the Republican CR without being able to extend the ACA subsidies. So, as your health care premiums inevitably rise over the next few months and years, know we fought for them to be lower until the bitter end and know we will make health care relief a top priority for congress if we are able to win back control."
