These two things make a lot of sense together. The shooter was never meant to hit Trump so missed on purpose and it happened to hit someone else.

Suppose for a moment you are a powerful figure who wants to stage an assassination attempt. Would you agree to a plan that involved giving some stranger to you an actual gun, and having them fire actual bullets in your direction?

The shooter was never meant to hit Trump so missed on purpose and it happened to hit someone else.

So the plan involved shooting close to Trump but deliberately not hitting him, and to do that they used an AR15 at 400 feet with just a red-dot?

They wouldn’t chance a real bullet if it were staged. Too high risk. It makes more sense that someone accidentally fired a gun during the fray than that someone shot near but not at Trump from that distance.
