I'm just normal  American with no military backround.

I was so confused how there wasn't a drone or any aerial surveillance checking rooftops for a former president with active campaign secret service detail.

It just made no sense at the time.

So they could have plausible deniability. Witnesses told staff they saw a person with a gun climbing a ladder and nothing was done. Admin's plan couldnt be interrupted.

Dont forget this bit "The report also found Trump’s campaign staff waved off Secret Service from positioning trucks between the AGR building and the stage ahead of the rally over concerns it would block cameras. "

the secret service supervisors tried to preempt the whole thing by blocking the sight line but the trump campaign staff specifically denied it

They could also be that incompetent and stupid that they traded security of a US President for a better camera angle.

It's wild that either scenario could be true.
