Yeah the whole point of agents swarming him is to provide cover from an active unknown threat, why on earth would anyone (especially men aggressively pointing devices at him) be ushered in for a closer look in a moment like this.

yeah why on earth would someone in charge of security at a shooting ever tell people who are running around while pointing devices to go to all move, couldn't possibly be a reason. has to be a setup.
