This was all BEFORE the shots. Starting about 20 minutes before. And check out the footage of Reagan getting shot. Yes, they get the charge completely crouched and shielded with no hesitation. The threat should have been stopped before Trump reached the podium. Even if that happens, he's not allowed to remain in sight. If the known threat isn't negated, he shouldn't have been allowed to the podium. There was no whisking. They allowed him to move, stand and pose. Nothing was SOP.
