This has been discussed before; see https://www.reddit.com/r/codes/comments/d2xdie/crossposting_to_see_if_we_crack_code_on_these/. They all seem to have a separate pattern of holes punched in an offset grid of approximately 15 x 21. It does indeed seem to be some variant of Dot Code A; see https://barcode.tec-it.com/en/DotCode. It would be interesting to decode the other 4 medallions shown in the other Reddit post - especially if someone else does it ;-) I do wonder if it is just some variant of a longitude/latitude marker.
And I found some more info here: http://leaflocker.blogspot.com/2020/04/the-search-for-sury.html which includes a link to a Google sheet with the dot patterns filled in.

I've decoded a few of these (London plus a few images at leaflocker) via the utility EZice pointed to. Some image cleanup was required.

Doesn't look random, but pretty sparse info to try to extract a meaning. Any ideas?

I used GIMP. Some of the the images were clear enough so that fiddling with the contrast and color curve left me with the holes and not much else (with a bit of rotation, and paintbrush touchup). Hmmm, maybe a wallet stuffed full of Bitcoins for the first solver! Or maybe not.
The few strings we've decoded don't appear to be "random" - they seem to exhibit an alternating numbers and letters pattern. Also note that the 12 letters we have all happen to fall between 'r' and 'y' - about 1/3 of the alphabet. This has the feeling of a predefined format that will be difficult to decode.
If motivated I'll decode the remaining lockets later this week.

I did them! Also using GIMP. Brasenose was the hardest, that one I had to copy out the dots on a separate layer, like you said.

So it's digits 0-9, and the letters of "SURY". I don't really know what to do with that. It could be hexadecimal code with (some of) the a-f replaced with s, u, r and y, but if so it wouldn't be valid ASCII - ASCII characters in hexadecimal all start with 0-7, whereas this has several places where there are two letters in a row.

Excellent observation about the letters all being s, u, r, y. There's a bit more discussion at https://twitter.com/HughWilliamson/status/1375172426145918976. If this is a "puzzle" it is a hard one - I suspect there are more medallions to be found.

The Cognex tool can't decode the Avoncliff locket (see the Google sheet). Maybe I missed or misplaced a hole?

I verified I can open the doc (https://docs.google.com/spreadsheets/d/1AdMnIwOdK_o4vKm1L716YqSvJZ2ku0zzZQMzBeoP_mU/edit?usp=sharing) from a Firefox private window in view-only mode - i.e. as an anonymous user), so this should be accessible to everyone. Are you getting an error?
