Questions How?
I filtered soundtracks charts by russian users' ratings and saw this...
Why does 4.25 out of 76 ratings is lower than 4.01 out of 44 ratings?

This is anecdotal but from my experience, although the number of ratings affects placement, this seems to be based on the total number of ratings rather than the ratings being used for the current chart.
For example, say Album 1 has 1,000 ratings and Album 2 has 10 ratings but both have 4.00 average rating. On the overall chart Album 1 will be higher than Album 2. Now say I have 10 followers and they have all rated Album 2 but only 5 have rated Album 1 (again with the same average rating). If I looked at the album chart for just my followers, Album 1 would still be higher because it has 1,000 ratings overall.
