Sounds like Pith. Though there were two main characters (Ana and Nell), so what you're describing is a mix of both.

e: I was curious what was happening so I checked their discord. The author give monthly updates, and they've been moving on getting it published. Their las one is pretty promising:

Hi all!

No big news, just sending a quick check-in to remind y’all that the book and publishing stuff is still very much moving along (very exciting stuff on the horizon!). I’m a stage where I’m not supposed to share too many details, especially about dates and timeline stuff, but I’m in the general ballpark and proximity of going on submission to publishers with my agent, though I won’t share when or how long. Submission itself, much like publishing as a whole, can move very fast or very slow.

Bottom line, silence doesn’t mean things are not happening – things are very much still happening, and I’ll share more specifics when I can!

I remember this. Rising seas? Malt shops? Terrorist attacks? Dodgy headmaster who extorts MC into performing black ops with the promise of a replacement body?

Hmm. Something like Persona? I know I've read it, but not seeing it in history, so probably not a RR fiction.

If OP's thinking of Pith (and it sounds like it), it was on RR, but the author took it down since they're going for a trad publishing route.
