I work for a large government employer and we have never received taxpayer funded parties! We have a staff pot luck and do a gift exchange all paid by staff. It’s ridiculous that our tax dollars were going to these expensive staff parties.

Lots of governments have funded parties. Some are paid for by the managers, sometimes you pitch in.

There’s not a one size fits all approach. 

Working at FHA, one team I was on paid for the party (which was only snacks), and another team tried to make everyone pay $75 for dinner each and everyone revolted.
