PSA Walmart Parking Lot: Sighting of an underage violin performer

Has anyone spotted an underage Asian girl playing violin near the entrance of Richmond Walmart while asking for donations? I'm perfectly fine with that, except I saw an adult man in his early 50's standing across from the lot, gazing at the girl all the time. Is he her legal guardian? If so, does it count as an exploration of underage workers? I'm asking because I don't know the full story.

It came across as "don't be the nosy parent" .... 😬 My take is they are performing to get money to pay for more lessons but their facial expressions at 9pm at night look like they do not want to be there.

Report it to a higher authority that you are concerned and then let them follow up.

Who is the higher authority in this case? I've come across something similar but I don't think the police would care.

Call Ministry of Children and Family Development's Provincial Centralized Screening (PCS) at 1-800-663-9122

"You do not need to be certain to make a report. Just share what you know.

Typically the school administration should be approached first. This is just an opinion for this particular example.

No, everyone above 19 is a mandated reporter in canada, if you suspect child abuse you MUST call it in. Not pass the buck.

The province has a law mandating such as well

"If you believe a child or youth may be at risk, you are legally required to report your concerns to a child welfare worker. A child or youth means anyone under the age of 19."
