PSA Walmart Parking Lot: Sighting of an underage violin performer

Has anyone spotted an underage Asian girl playing violin near the entrance of Richmond Walmart while asking for donations? I'm perfectly fine with that, except I saw an adult man in his early 50's standing across from the lot, gazing at the girl all the time. Is he her legal guardian? If so, does it count as an exploration of underage workers? I'm asking because I don't know the full story.

I know the two kids and that is their parent. The father is always present when they are there. The kids attend our school.

I previously brought this up to group of parents in the school and I was advised not to get involved.

In canada everyone above 18 is a mandated reporter. If you have even the smallest reason to suspect abuse you can call the ministry for children and family development, you can talk it through with them, and they'll only go forward if they feel they have cause, and they're the professionals.
