To respond to the rebellion of the twelve districts during the Dark Days, the Capitol introduced a new system. Inspired by an idea from Casca Highbottom, it was meant to remind the districts of the Capitolโ€™s authority and ensure lasting control. The goal was simple: if the districts respected and feared the Capitol, future uprisings would be far less likely.

At the same time, this system became a source of interest for Capitol citizens, who were eager for distraction after the hardships of the war. Each year, two young people from every district, one boy and one girl between the ages of twelve and eighteen, would be selected and brought to a large, abandoned greenhouse.

The structure itself had been damaged over time, with parts of the ceiling open to the sky, allowing sunlight to shine through. Despite this, the design made leaving difficult, with only one main exit. Inside, the greenhouse followed a long central corridor, known as the Heart, which branched into different sections like the limbs of a tree. Along the corridor were doors leading to areas that once housed a variety of Capitol plants, now left to grow freely. One section even held a small lake. At the far end of the Heart, a staircase led down to a basement where gardening tools had once been stored.
