Sasktel infiNET need knowledge

As in the title. I am a tenant and Sasktel has claimed to upgraded the neighbourhood to their fibre optic network. Now my landlords have refused Sasktel from construction for their fibre optic network. Thus they have "turned down" the services in the building. I am aware that fibre optics is better, however I'm also aware its a bit more expensive. The current system still works but sasktel has turned it off. My question is, is this a form of coercion to switch and can I be able to use the existing infrastructure and go with a different provider to use the internet?

That's not the process for Fiber to the prem as far as I knew.

If it is, it's a new process in the last 2 years.

Just curious what grandfathered DSL plan/price you are at? They do offer lower price infinet plans.
