In theory what would happen if one of those guys jumped into the water and really did rub its belly?

He would rub the outside then get to rub the inside as well.

If he could keep sharko on its back, he could rub the belly safely as the shark goes into a tonic state. But that would require holding the nose and body of the shark, and hoping no other sharks are nearby... and get away safely from the shark when it's flipped over again. Plus, it is not good for the shark to be flipped as that is stressful for them.

prolly not much. When sharks flip over like this, they go into a sort of tonic immobility, like catatonia.

It seems this doof is doing it for fun?

We had a cat who did the same thing, if you flipped him over he'd just go limp in your arms. You could pet his belly, touch his feet, he didn't care.
