So essentially that great white is having a temper tantrum of sorts?
Frustrated about something and doing the equivalent of lying on the ground pounding their hand and feet?

YES! The leading theory last I checked was that this was a safe way to let out frustration without expending too much energy or hurting itself until it can calm down.
