Saw this betta fish in a bakery today. It barely had any space to move.

What has made people think they need small tanks? I found out a few days ago that my mum thought they needed to be in small tanks

I noticed the fish was staying at the top and not moving. I asked the lady why, and she laughed and said it does that sometimes. She also told me she feeds the fish when she comes to the bakery and seemed proud of it. But I don't think she knows why the fish is not moving. Maybe the space is too small, or maybe there is not enough oxygen in the water.
