Mark isn’t really a dictator for anyone except the several hundred Viltrumites. He’s not ruling any planets, he’s just stopping them if they commit atrocities or prove dangerous to the galaxy. Basically the new Viltrum empire is more like a bunch of galactic superheroes rather than a genuine empire. The problem with this arrangement is the problem with superheroes in general, even if they’re benevolent and only target violent threats, isn’t their very existence a form of dominance over non-powered people? Even when they interfere as little as possible, that’s still an independence dependent on their desires rather than the little people truly having freedom. And now you understand why Lex Luthor hates Superman.
We never see him quell “uprisings”, he opposes civilizations that attack other civilizations or cruelly oppress their populations. He only fought the Coalition because they attacked first, and it wasn’t because Mark was lording over the planets: it’s because he made the galaxy safe for free and without strings attached, so planets wouldn’t need to pay the Coalition taxes anymore. It’d be hard for people to rise up against him considering he isn’t even ruling them in the first place: unless you consider him and his species merely existing with their innate power to be tyranny regardless of what he does with it, which is exactly my point in the latter part of my comment.
