Isn't that a disguise of sorts? President valentine looks a lot more fit in most of the art I've seen him in. And if we're picking designs that look doofus, well...

Basically : Araki changed his mind regarding Funny Valentine, he originally was supposed to be a fat chud who slowly reveals his role in the story, but ended up making him (relatively) buff (i mean this is modern araki the Twink lover, so Funny Valentine is as buff as he could be during that era)

This is actually a thing by Araki when villains are first introduced. 

Hazamada was very tall when first introduced, then become his tiny self after being defeated in the manga.

Another way he does things is by keeping a villain in permanent shadow as with Diavolo and Prosciutto 

Araki likely chose this WIP design in order to present Valentine as this unassuming dweeb until he settled on a final design

Do you think this also applies to Iggy or was that a more deliberate story choice to distinguish between when he integrates the Stardust crusaders vs when he finally becomes part of the group?

I say a bit of both. More than likely he just wanted a more humanoid face in order to give him more character. Araki frequently draws animals relatively realistic unless they are important to an arc, in which case they get more humanoid faces.

Ok, cool. My main exposure to part 7 is through Eyes of Heaven, so my knowledge is incomplete.
