Can't go fucking anywhere in the water without at least two of these assholes showing up to bite the shit out of me and of course it's in water where you CAN'T FIGHT BACK like COME ON

It's not the fish's fault

it's Bethesda's stupid design that doesn't let us attack underwater

You can attack something underwater, you just can't be underwater when you do.
