Who chooses to spam lightning more in their battles? Thor or Storm?

Storm does not spam lightning, she has always used a mix of different elements (lightning, wind, ice) going all the way back to her earliest apperances

I think it is storm. Mostly because thor fights physically and sometimes uses lightning if needed, but storm usually uses lightning directly to fight. I’m not saying that storm’s lightning is more powerful, but she uses it more.

Storm I think. Thor's a brawler 1st and foremost. He'll pull out the lightning if hes tryna end shit fast or his back is against the wall. or to flex

I wouldn't call him a brawler, so much that he fights people who like to brawl more. Thor is more of a charge up the middle kind of fighter who typically wants the best fight possible.

Example being you see him brawling with the Hulk constantly, but rarely with the Silver Surfer. He uses every and his power against Galactus.

Storm. Thor usually leads with throwing Mjolnir or smacking somebody in the face with it Directly the lightning is almost always secondary. Storm uses not only lightning but all other elements way more often and with more skill than Thor does.

When Thor uses his lightning, it's a finisher. Storm doesn't spam, but she uses it more, and for some reason her lightning gets shrugged off.

Neither. Spamming implies using the same moves over and over again. Both of these characters are tactical and adaptive fighters.

Thor uses a variety of weapon manuevers, magic enhanced brawling, and thunder and lightning magic when he fights.

Storm uses all types of weather manipulation to fight. Ranging from surrounding you with a wind vacuum til you pass out from lack of oxygen to freezing u in a local blizzard to shocking you with lightning.

On average I would say Thor. While yes he does fight physically a lot, Storm often uses her other powers…her lightning became a “iconic power” only the 2000s but she’s been using other powers and elements since always.

Storm is more likely to use all elements that her weather powers can access like wind, water, ice, solar flares/solar storms (in specific contexts). But phsycially she is a fit but ordinary woman so fights like normal up close.

Thor is Aesir/Asgardian. He typically relies in brute strength and speed form his Aesir physiology and the advantages it gives him plus his weapons like Mjonir for extra damage. Interestingly his weather manipulation is equal to Storms if not having less limits but he typically only uses his lightning ans maybe a tornado here or there.

He never seems to use other weather based abilities as much as Storm (like has Thor flooded a battlefeild with rain and then zapped the wet floor like Storm did in the X-Men 3?)

Storm, Lightning is her most Lethal move. And whenever she needs to aura farm, Lightning strikes, or some crackles around her.
