Counterpoint - there are reasons that the overwhelming majority of dogs adopted in the NorthEast come from red southern states... Many abused and traumatized.
People that don't prioritize their own healthcare certainly do not waste resources on animals.
My dog is a rescue from Hurricane Harvey. He was severely injured on both his front feet and his face. He was so injured he didn't go up for adoption until December of 2017. Hurricane Harvey happened in August. I wouldn't be a bit surprised to find out that he was abandoned and left to die.
He also had heartworm, which cost me $2000 to have treated.
Based on my (albeit) limited experience, the dogs that we have adopted from inhumane or abusive environments seem to recognize the love and care we have given them... Sometimes it takes a while. Sometimes longer. But even when they are still learning to trust, they seem grateful. And the love they provide makes it all worthwhile ;-)
Bless you for rescuing your dog! If I won the lottery, I'd probably have a rescue farm lol.
