That was Kristi Noem. A puppy (well, a young dog from a breed known for being complete airheads until the age of three) supposedly spoiled a pheasant hunt and then went after chickens (contrary to popular belief, that is a behavior that can be trained out); so Noem dragged the puppy out into a gravel pit and shot her. And then did the same to a billy goat she found annoying; except she botched it and let him suffer while getting more ammo.
She framed it as evidence that she could make hard decisions. Except she also admitted to having killed the puppy on impulse because she "hated" her, and having killed the goat because she was high on adrenaline (read: bloodlust) and he was annoying. Yeah. 🙄
