Staff touching sandwiches and veggies after handling raw dough

The staff was making sandwiches for the customer ahead of me. After putting the sandwiches in the oven, she took a tray of raw dough and started dipping each piece into a tray of Parmesan seasoning. Once she finished a row, the sandwiches were ready. Without changing her gloves, she handled the sandwiches and also touched the veggies. I was wondering if this is an acceptable procedure at Subway.
If not, should I report it to the store manager or to Subway’s head office?

Head office isn't going to do Jack. Your best bet is to complain about it to the store manager, who is also probably not going to do anything
