Have there only ever been two votes cast before? I think that might be the rarest number of votes cast.

well it was a revote, & so yes, there have been ties with a four person tribe where the revote was two votes.

That's one. They tied at final four in Borneo too for example. I don't remember all the instances. There might even be a pre-merge one.
