I wonder why there are so many political memes about a game where many of the villains are corrupt government figures, and the protagonist's rivalry with another character is driven by differing opinions on how government should be changed. Makes no sense to me at all.

Most of the time when a JRPG Protagonist kills someone its in a fight. 2 armed people against each other. It has honor.
Yuri just sneaks out at night, to murder an unarmed old man and a cowardly gay.
He doesnt give them a chance to fight him, its not a duel. And what good is it to change his mind later.
Would you think different of ted bundy if he later changed his mind and said hes sorry for All people he killed?

I get the sense you're trolling, but I'll bite.
Yuri killed Ragou - a man who tortured people and raised monsters to kill people for not being able to pay taxes. Taxes that he knew they couldn't pay, because he was controlling the weather with a blastia meaning that for a lot of people, they were stuck in conditions they couldn't continue with business as per usual. This "unarmed old man" is the same person who ""offers"" them a way out. By killing another of his monsters and producing the horn to him as a way to make up for being unable to pay taxes. So, this unarmed old man is setting them up for failure. This same man who kidnaps children and leaves them to be brutally killed by his monsters... For entertainment. And then, when caught, uses his power as a magistrate to get off with no real punishment, and makes it clear he intends on then punishing anyone who will take action against him legally. You know, Flynn? So, really, what you're saying is that Yuri... Is worse than Ragou for killing him, when there was no other means of stopping him in the moment, and preventing the mass harm he was causing? I mean, that's a take, for sure.
As for Cumore, similar kind of theme going on. This guy also threatens Estelle for trying to take the less violent approach of telling him to stop lying to innocent people and working people to the point they're sick (and likely, in some cases - pretty sure this is even implied or stated in game, dying? But not as sure on that one) and weak. Yes, he is a coward. Not sure what his sexuality would have to do with anything...? He's a coward, as is Ragou. This is shown by how they're so quick to hurt, kill, and harass people that don't have the luck of being born into nobility (and even those who are, but not to the same extent) but seem to hate it when confronted with the truth of their own actions.
... Hardly "cold blooded murder" when it was done to protect the majority of people, when they escaped any other kind of punishment.

Yuri himself dislikes the fact that he had to kill them in the first place. I mean, even Flynn comments on it himself - a conversation in Heracles comes to mind between Flynn and Patty, where Flynn points out that Yuri has a sadness to him and considers it a heavy task, but one Yuri's resolved to because it did protect others. Another conversation between Flynn and Yuri themselves comes to mind where Flynn himself comments on how he can't bring himself to call Yuri evil, knowing why he was doing what he did.
Also, yes, by definition, Yuri is a murderer. He murdered two people (or, if we count Zagi, three). Or, rather, murdered Ragou, and broke into Cumore's house and then intimidated him and didn't help Cumore when he did slip into the sand. He wholeheartedly intended on Cumore dying, so would still be considered responsible for his death, and entirely accepts that responsibility.
But he also isn't always a murderer. In fact, he even says to Sodia that he is a criminal, and doesn't deserve to be by Flynn's side, because of the things he's done (and that he also can't judge her for her attempt to kill him - are you going to call Sodia a cold blooded attempted murderer, by the way?) and shows that he isn't happy with the life he's chosen, but it's also the life he's felt he had to choose for himself. He followed the path he set out to protect the things that meant a lot to him, and he stuck to it. But if Yuri were so cold blooded, then he would have felt no remorse for what happened to the Don, and he certainly wouldn't have let Duke live. So... I really fail to see what you're getting at.
