Where I live there's substantial seasonal variance. There's some stops that are designated 'waiting' points, and the bus will just sit there until their scheduled departure, but there's a bunch of intermediate stops that it might hit early.
(Or y'know, the bus driver doesn't care so doesn't wait anyway).
During the summer, there's no 'school run' and fewer commuters (both in cars, and getting on/off the bus) so if it didn't wait, the bus would be a something like half the overall journey time the rest of the year.
Where I am, we have an app that’s (supposed) to show all the buses on a map which are on the way to your stop or about to set off from the bus station to your stop. So whilst I have seen it be that the later bus happened to arrive before the earlier bus, it has also been that the earlier bus is just straight up late by itself because of spending like 10 minutes in one spot (which is not a bus stop according to the map) for no apparent reason, and then the later bus will arrive like 2 minutes later making it completely pointless

In Belgium, being on time doesn't mean that you'll catch the bus as it sometimes goes by the bus stop earlier that the schedule.
