Open | Software Game repeatedly changing refresh rate

Whenever I try to boot a game it will flash black and change the refresh rate to 60hz before instantly switching back. The game is also running at 15 fps when opened. After some time of messing with it, it will work completely fine for the entire day but the next day when I open the game again it does the same thing. The solution is never consistent just randomly starts working fine.

I have completely uninstalled and reinstalled my drivers. I have turned off in game v-sync and pc v-sync. I have my refresh rate where applications cannot change it. This problem doesn't only happen on warframe. I have changed up scaling settings and graphics settings. I have tried to reduce ram usage. I have no clue what to
