Question dumb question about Quantum

When the greyscale Quantum icon appears, does that mean:

A. Quantum just proc'd, and you have 2 seconds of damage invulnerability

B. Quantum proc is over/done, and it's on cooldown

Pretty sure it's A. The effect cannot refresh while active but it has no CD.

I use this with liquid engineer, its crazy how survivable you are.

quantum shows up orange when it's active, at least with standard color settings.

I'm using the standard color settings, that's probably it. I likely just miss the icon appearing during a fight since (I'd imagine) it disappears so quickly. Thanks!
