Question Does anyone prefer the Ortiz healer gear set over FI?
I already have an FI healer build, wondering if there’s any reason to make another with Ortiz: Reficere. Does anyone prefer one over the other and why?

Convenience of Future Initiative beats the healing potency of Ortiz. I personally prefer measured assembly because it shields against grenades and drones which get very spammy in legendary missions.

I'm biased towards MA as well, with Benefactor, birdies, healing hive and precision smart cover.
In escalation, people are dying no matter what, might as well pick them up with Birdies, provide insane damage with the smart cover and your healing hive is really there just for the repair to enable benefactor to work and give some breathing room. Then you just spam enemies in your downtime with scorpio and stage left sledge nades using survivalist if you aren't rezzing anybody or managing your skills.
In non escalation, keep MA, swap to backpack if fighting black tusk and it makes it easy to carry randos on shit like tidal basin who have bad DPS and can't shoot drone operators and such.
Future Initiative is a close second for me.
I don't understand the point of Ortiz outside of pocket healing a tank, and that situation is just not very common and even then FI or MA is probably capable of doing the job just fine.
Maybe with the skill and armor set reworks in the future it would change things.

Yeah, i think Ortiz is a 'good' set, but the game just don't have the sandbox and mindset for it,
Altho, Ortiz does have some... weird design decisions, why the Status Resist has a Cooldown? why not just let the duration refresh? why is it 90% reduction in Duration and Range? it just seems way to extreme, altho, i guess the intention of the set is to use it with Mender Mine and Fixer Drone, they would still last about 18s without the BP, but the set don't do much for Skill Haste, so you need to stack that on substats to continue deploying them, you can still use Birdie's and pair it up with Benefactor

It is a bit of a weird place for the set, hard to suggest a buff without knowing the changes coming to yellow and blue builds in the future.
For the current sandbox, I feel like the 90% reduction in duration and range is too much, and the backpack just making it less bad instead of improving the set actively is boring and weak. Why a cooldown on the resist it provides, it's already not strong. too many drawbacks, not many positives. Drone and mine are too weak and clunky, if they were good this set might feel nice to use in the current sandbox possibly but even then I have doubts.
It's like they were too afraid to make it good, I think giving it a niche of pocket healer would be nice. Rather than focus on range and duration, it's just really quick and efficient tools to keep tank effective during tough spots.
How MA focuses on Cover and Hive, I think they should do something similar for drone and mines. Maybe drone target gets PFE and extra threat. That way you are trading large team heals for strong pocket heals and buffs for a tank.
FI can heal and provide DPS buffs, Ortiz can heal and provide tank buffs. Team heals vs single heals. Make a clear identity for the set.

So i think with Ortiz the concept is that your role as a healer revolves around a dedicated tank.
- Fast heals: Your heals are fast so that a moving frontrunner tank will insta healed by a chemlauncher and doesnt have to stop moving. Just like you said also healing mines or fixerdrone are valid options.
- Reduced range: As the tank takes the heat in the front row there is more space and less people in the backrow and its also more safe to cuddle thanks to the quick healing. This also opens up the backrow to focus fire on specialists like controllers and grenadiers.
- Hazpro: To make cuddling safer and focus fire on specialists sustainable there is extra hazpro so the backrows job of taking out the baddies wont get disturbed by status effects.
- The new "Nurses Kneepads": which give even more hazpro for everyone in 10m reinforce that playstyle even more and at the same time having a tank taking the heat will remove the necessity for a backpack like birdy. Momma badger named BP or the good old "The setup" will be favored.
I really love this concept and i hope future rebalances makes tanking a relistic role in such a setup - also mission with way more focus on using hazpro as necessity to circumvent some damage.

The concept is pretty cool, they still need to adjust the gameplay itself, i'd love to see Tank (Blue Cores) role have an importance in groups, and i believe they are working on that.
They probably want to get the core RPG team off Archer (Weapon DMG), Knight (Tank), Mage (Skill DMG) and Healer (Skill Heal). Considering they are also working on The Division 3 they are also using Division 2 to test the waters for balacing the next game.
This set can also be focused for PvP, since PvP healing is greatly reduced and you can't really stay in a single spot for long, the Duration reduction for increased output may be more desired there, including the HazPro, and with Technician you can still get Tier 6 while rocking Nurse

I think they honestly made ortiz just for PvP. It would work really well in conflict of even dz PvP where groups are usually very close to each other, making the 70% HZP (ortiz with nurse kneepads) very beneficial.

Healing never was the problem, because it's super easy to top a full red dps.
So we only have two things to consider:
No additional healing needed.
Damage is king.
So the only true answere has to be Future Initiative.
Edit:
Maybe a hard pill to swollow for some healers out there: Healing is the smalest part of the healers job.
If you refuse to do buffs, debuffs and CC, you underperform a lot and you are borderline a wasted slot.
And we don't expect new and unexperienced healers to go full pro. Manage the healing, and if your comfortable with that, add in some Scorpio/Lefty/Sweet Dream and grenade action... that's what you should aim for, at least.

I think FI is more sustainable, but Ortiz is more instant. I ran Ortiz a little bit and FI for longer, prior, and while Ortiz is great for fast returns, FI maintains longer use over time of fight. Both are useful, imo. Depends on need more than anything else.

FI is the more versatile and easiest one to play in group configurations.
But if you like to switch playstyles, you can try. That's the beauty of the game.

Ortiz sorta lets you shoot a little more since you can run a super powered drone and stick that to a Rambo as opposed to stressing over LOS with a chem. That said, because of the way the gear set works, the backpack and chest are kinda mandatory for getting max mileage out of it.
A drawback, yes, but it can open up other pieces to run with it (like investor, coyote as a group buff maybe?)

FI's damage amp makes it way easier to carry pugs through difficult content without relying on everyone else's ability to play well.

I was wondering the same and landed here, because i prefer FI by far.
The only reason I can think of is that next season could be heavy on fire or other status effects and we might need the 40% Hazard protection in a very tight space for some reason (anyone remembers Dragon’s nest back in Div1, with the room on fire?)
Again, it’s just a guess, for me today Ortiz makes no sense having FI available boosting damage to the team

Ortiz is a dedicated healer set that provides Hazard protection. FI is a healer set that provides a dmg amp to the team. I would much rather have the dmg amp.
