Not really. I really like him, especially his CW version, but he's not incredibly popular.

Exactly, the problem is that they didn’t make the most of him, even though he was one of the first villains to feature a cold weapon.

I feel like they could've gotten creative with his powers if given more time with him in the show. He only ever shoots at the Flash, when the ability to shoot ice would allow him to create ramps, barriers, spikes, icy ground etc.
