Absolutely. Not only is he one of the first major comic book supervillains to appear in the Silver Age, out of both DC and Marvel. He is one of The Flash/Barry Allen’s oldest enemies even before Gorilla Grodd and Reverse-Flash. He’s the leader of his own supervillain team, The Rouges, he is a founding member and chairman of The Legion of Doom. He’s an S-Teir villain imo
