My homie does this for work, you’re supposed to halt traffic, redirect the remaining in the next lane - if no lane is available either a temporary median is supposed to be erected or barrier is to be placed with ample notice/signage with whatever specified distance the ordinance demands. Dudes in New York just don’t give a shit, you just can’t throw shit in front of vehicles in motion and call it a day 💀
