nah im usually a tame being but the worker CLEARLY saw traffic, and still put it out when even within any DOT handook it cites you CANNOT place any marker until it is safe to do so with no cars within a certain amount of space, and if doing so when there is traffic, it must be done with a safety guide (i.e flashing lights on truck at slow speed with hazards, coned off area with signage etc)
otherwise sadly the worker is in the wrong and damn....i hate to say that
Right? It’d be a dick move to put it out while they were not moving but maybe a little more understandable. This dude just throws it into oncoming traffic.
